There's no "IF" about it. Rogues are TERRIBLE at DPS right now. There'a a reason we're all flocking to a bugged HAT specc - it's the only way we can do competitive PvE damage right now. We're getting blown out of the water by everyone else, so if we have to resort to using a bugged specc in order to keep up with everyone else, then guess what? THAT'S WHAT WE'RE GONNA DO! A rogue who can't DPS for shit compared to a hunter, mage, lock, or any other class is a flat-out waste of a raid slot. It's what we were designed to do, it's the only thing we're good at (and good for) in PvE, and the fact that we have to specc for something so completely bugged and broken to keep up is sad.
