Something changed (intentionally or otherwise) in 2.4 was that Power Word: Shield now has some obnoxious as hell sound to it. As well it apparently is heard throughout the zone if anybody uses PW: Shield.
I have confirmation that the sound change for PW: Shield is in fact a bug and will be fixed in an upcoming patch. (src)
