Arena season 4 is not going to start on the 17th. Odds are that it will begin sometime in mid July so that people will have around 4-5 solid months before we hit the peak expected release time for the expansion pack, Wrath of the Lich King.

Guess there is justice left in this game. Recently Blizzard did some major hammering on a win-trader (somebody that cheats the Arena system by trading wins with another team to manipulate their points)
