Let’s guess the Patch 2.4 release date
Looking at everything from a developmental standpoint, Patch 2.4 should be ready within the month of March if not by the very end of it.
The content released with Patch 2.4 is going to be predominantly the new Sunwell area as well as the loot and encounters and quests therein. If you check out the test realms you’ll see we’re already in phase 4 of the world event where only the last gate remains open past M’uru and the testing of Kil’jaden can begin.
The 5-man instance (Magister’s Terrace) is done with testing and debugging for the most part as are the daily quests for the early phases of the Sunwell event. Also we’re pretty much good to go with the first few bosses of the 25-man raid (The Sunwell Plateau) so that only leaves real balancing with the new class changes and the summer holdiay event.
Kisirani posted this update recently on the PTR forums regarding the summer event and hinting at the release of Patch 2.4 (I bolded it for you)

First, if you’ve noticed, you can now purchase most of the old, discontinued quest rewards for blossoms. We’ve also hooked it up so that characters who had the quest “A Light in Dark Places” (completed, mind you) in their quest log that were waiting to turn it in can do so.
I don’t believe we’ll be removing the XP from the quests. If anything, many of the buffs and the like from this event further support the gaining of experience. If you wish to remain static at one level, that is your choice, but it is not a choice we necessarily support, and as a result you may miss out on rewards from quests.
And just because we’re testing midsummer content, it doesn’t mean the patch is releasing in the summer. Event content like this is always patched in early and then lies latent until the time is right. (src)
I predict that this Patch is nearing the last phases of content testing and about halfway done with it’s class balance testing. All we can do to make things smoother is to check out the PTRs and provide positive and constructive feedback.
It will help a lot more if people understood that balance is a fluid concept, it’s very cyclical. Abilities and scales change with every new piece of gear that becomes available or when people discover a new tactic or strategy. If your class is nerfed this patch then it might be buffed as a hotfix or next patch or somebody else will get nerfed or buffed to be brought in line. It’s stupid and ignorant to think that you can just make changes and leave them alone letting classes work things out themselves.
