Based on observation and player feedback we will be making some changes to the TTR starting areas to make the NPCs more accessible to everyone.

These changes may not make it into the next 2.4 PTR build update but they should definitely be in the following one.

As well there are additional posts worth mentioning in that thread.
They’re working on the changes right now, I haven’t seen them so I really don’t know what they’re doing yet.

And there is no intention of ever allowing world PVP on the Tournament Realms. These realms are for the single purpose of supporting the arena tournaments. (src)
