So it seems that now no matter your faction you can be inspected by other players. I like this a lot actually because now I get to see what some of the better geared shaman are running around with. I imagine it can have negative implications too in knowing which opposing faction players are best geared and thus which should be killed first or avoided in world PVP, but I doubt it’s going to be a big deal.

This is a new change that didn’t make it into the patch notes yet.

You can inspect anyone who you can not currently engage in combat with. So players in sanctuary areas such as Shattrath or if you and the other player are both un-flagged for PVP. (src)
