Should city guards cause durability loss?

PVP is a big part of the game and I share the gripe with other players about city guards spawning by the hundreds effectivley halting most raids. I wouldn’t mind so much the guards if it wasn’t for the fact that if they land the killing blow on me then I take the 10% durability damage. Drysc recently commented on this subject in the official forums.

It’s not really “a punishment for trying to PvP”, it’s a restriction on where we want you to be able to PvP. Even then the restriction is fairly fluid, you could potentially get away, or harass someone a little. We don’t feel it’s necessary to have uncontrolled murdering and mayhem in a place that people may just want to check their mailbox. If you want to kill them wait until the guards can’t see you. They’re going to leave town eventually. (src)

I understand and even agree to a certain degree with that but ultimately there should be some kind of work around to this. Even going so far as to say that a good idea (at least to me) would be placing a certain area in each major city that’s classified as a sanctuary zone like Shattrath and such. Someplace where people won’t be affraid of incoming raids and the likes?
