This means that everybody can choose from an already created and geared up Lv. 70 character and play freely on the public test realms. I guess the reason for this is to stress something since obviously 99% of the folks that will make a pre-made character are just going to fiddle around but that seems perfectly fine since right now they’re testing more flavor content than actual raid or PVP stuff.

Premade characters are now available for transfer to the PTR realms. However the character copy queue is now full and copies are taking multiple days to complete. Please be patient. (src) Also good to note that there is no specific date right now for Patch 2.4.3 to be released. There is no official release date for patch 2.4.3, but my hunch is that it will be on some Tuesday.
