No in game stimulus check, no more leveling buffers.

So they are raising the cap to Lv. 80 and people are worried. Blizzard’s reply was badass. Right now we level 30% faster (and leveling an alt it is very noticeable) until we hit 60. But by that time we can go to Outland. As well all group quests in Outland had their exp increased and the dungeons from 61+ give more experience too. To add something even more amazing, Blizzard changed the requirement from Lv. 40 down to Lv. 30 to start riding your 1st mount. That is the bigest problem with leveling, having to run all over the damn place. Especially in the 30’s where leveling zones are varied and extremely wide spread. So with all that said. Here’s some QQ.

Will they lower the price for the Lv. 60 “epic” riding skill? We have no current plans, but of course anything can change as we get closer to launching Wrath of the Lich King. (src)

How about a refund, like the gov’t check, for those of us that paid the current normal price for the Lv. 40 riding skill? (it’s being dropped to only 35g woot) As with most changes to the game, we will not be offering refunds for any characters who purchase, or have purchased a standard mount prior to patch 2.4.3. (src)

Well fine, but what about more options to level from 20-50? We obviously don’t have enough with every zone in the Eastern Kingdoms and Kalimdor. Currently we feel there are plenty of options for leveling in these areas, especially with the update we did for Dustwallow Marsh, and we don’t plan to add more quests for them. Right now we are focused on all the new quests and areas that will be involved in leveling to 80. (src)
