GMs around the world are giving this stuff out like candy. Having worked a customer service job before almost exactly like that of a GM, I can only assume that somebody in the IT department screwed up the program GMs use in some update. This would explain why there have been so many separate instances of GMs all over the world giving out Season 4 loot. Most GMs aren’t given access to a lot and don’t even get to see exactly what they’re doing. It’s the supervisors or “Senior GMs” at the end of the row of computers that get the fun job of dealing with those special issues.
