There was some confusion where Hunters were thinking that Hunter’s Mark could be bugged but apparently it’s not. Players with improved hunter’s mark were worried that a hunter without the spell talented would overwrite the debuff.

This is working correctly, once improved hunter’s mark is on a target any Hunter’s mark (improved or not) will refresh the duration of the existing mark (not overwrite it). (src)

That’s good to know for long boss fights where I usually see hunter’s mark gone and never reapplied.
