People have been having a pretty hard time getting into the PTRs and copying their characters. Bornakk went ahead and posted this sticky in the PTR forums.

The process of copying characters currently in the Public Test Realm queue will only be run from 2:00 AM PST to 2:00 PM PST on a daily basis, but players may still visit http://test.worldofwarcraft.com/ptr/character-copy.html at any time to add their character(s) to the queue.

We are working on getting everybody copied over to the Public Test Realms to experience, test, and provide feedback on this exciting new content and we thank you for your patience.   (src)
