It seems we finally have a winner in the race to reach Phase 4 of the Shattered Sun, and it’s none else than Proudmoore (US) the first realm to reach Phase 3. You can check out the exact progress at Gorgonnash.info.

By reaching Phase 4, Proudmore unlocked an important NPC, Shaani selling Black Temple quality gems for 10 Badges (yes 10 and not 15), as you have noticed the price is lower than expected, but this price popped up on the armory. Shaani spawns when you reach Phase 4, but she won’t sell epic gems until the Alchemy Lab is completed.
